The Board of Directors would like to advise the LWVP membership that on January 30, we sent a forward-looking letter to the City Council expressing concerns about the City's process of requesting taxes and the overall burden on taxpayers. The Board unanimously approved this letter at a special meeting on January 29. A copy of the letter is below. As the letter says, the LWVP is taking no position on Measure F. We seek a volunteer to monitor meetings of the City Council and Budget Advisory & Financial Planning Committee, as we follow future planning around taxes and bonds.

We had a full house for the LWVP Annual Holiday Luncheon, held earlier today at the Piedmont Center for the Arts. Guest Speaker, former Oakland Mayor Libby Schaaf, spoke about mentoring young women, some of her successes as Mayor of Oakland, and her plans for the future. Her talk was followed by an engaging question and answer session where Ms. Schaaf answered questions ranging from school funding to current crime rates.

Members from the League of Women Voters of Piedmont attended the LWV California State Convention this past weekend in San Francisco. The biennial convention drew over 200 delegates, staff, and League members from Leagues across the state. We support the Alameda County Board of Supervisors proposal to establish a Voters
Commission on Elections. We previously noted that any elections commission that will play an oversight, accountability, or transparency role over the ROV cannot be internal to the ROV, and should not be designed by the ROV. We are encouraged by the introduction of this proposal because it would create an oversight commission that is not designed and internal to the Registrar of Voters.

On February 1, 2021 the Piedmont City Council unanimously approved a second reading of proposed energy reach codes. The reach codes are local building energy codes that reach beyond statewide requirements for energy use in building design and construction. Piedmont is one of the first cities nationwide to adopt reach codes for energy efficiency and appliance electrification in new and existing residential buildings.

LWV West Contra Costa County and LWV Diablo Valley hosted a program about the many challenges formerly incarcerated persons, both adults and youth, face when they are released from incarceration and re-enter society. The stigma of incarceration follows them and makes their transition difficult. Many are not allowed to vote, find it challenging to secure a job, return to the school environment, or reintegrate into their families, and they can be ineligible for housing, public benefits, or student loans.

The City has engaged Oakland-based Hood Design Studio to develop conceptual designs for a memorial to Sidney and Irene Dearing, Piedmont's first black homeowners who were forced out of the city in 1925 after a year of harassment, threats, and violence.

The Public Citizen Democracy Campaign hosted the Premier of the Film "No Time to Fail."

Election administrators were once invisible to the general public. Despite the unbelievable challenges and desperate attempts to disrupt and upend the 2020 election, they pulled off the most secure election in our history; and they did it amidst a global pandemic.

No Time To Fail gives voice to the experiences of this largely invisible, yet completely indispensable workforce, at this critical time in our country’s relationship with election management.

Disinformation is a new style of warfare -- but it is fought using words, not guns. It can influence elections and destabilize governments. Both films were directed by Canadian filmmaker Ben Proudfoot, a multiple Oscar nominee for his documentary shorts, who won in 2022 for The Queen of Basketball.

The biennial convention drew over 200 delegates, staff, and League members from Leagues across the state. In attendance as delegates from Piedmont were Jennifer Trainor, Lois Corrin, Lorrel Plimier, and Kathleen Quenneville.

The League of Women Voters of Piedmont contributed to the funding of books donated by Piedmont's Title IX Celebration Committee for this year's Readmont. The League at the national level, worked for passage of Title IX and has since focused on thwarting congressional attempts to dilute it.
